It's a link-hole

like Fark or Slashdot, the difference being that on Digg instead of having a moderation staff, links get pushed up higher on the page if more users recommend them.

Using PHP to serve images is very slow, and browsers DO NOT cache images being served in http://www.adventuregamers.com/image...xxx&thumb=true, so when browsing a gallery it causes very high server load.

And yet that page isn't the cause. Believe me, dude, I've been a PHP developer for years upon years, and I know how to efficiently serve images with PHP

(And by the way, it was vBulletin that got linked to)
